God is Sovereign in the affairs of men. His involvement cannot be explained apart from a direct, often undeserved, divine, and merciful extension of His hand. He joins His power with mankind’s participation to produce the outcome He intends. He is the Sovereign. 

God’s Word has power to change conditions on the ground—the one speaking His Word speaks according to faith. In comparison, those unresponsive to the Lord and unable or unwilling to hear Him may not be involved at all and may not see or hear anything at all. 

“Hezekiah took the letter from the envoy and read it. He went to the Temple of God and spread it out before God. And Hezekiah prayed—oh, how he prayed! God, God of Israel, seated in majesty on the cherubim-throne. You are the one and only God, sovereign over all kingdoms on earth, Maker of heaven maker of earth” (2 Kings 19:14-15. The Message)
